Abolition of the State of Emergency and Measures of the Government in the Republic of Serbia

Government of the Republic of Serbia made a proposal for the abolition of the state of emergency to the National Assembly on May 4, 2020.

The proposal states that the activities of competent health organizations and state bodies in the territory of Serbia have established active epidemiological surveillance of infectious disease COVID-19.

As a result of the implementation of preventive measures, there has been a slowdown in the epidemic
flow and a decrease in the intensity of the virus activity.

Taking into account all the current parameters, the proposal submitted to the National Assembly states that COVID-19 can no longer be considered a disease which represents a risk of the highest degree, i.e. danger that endangers the survival of the state and its citizens.

The National Assembly adopted the Proposal of the Decision on the Abolition of the State of Emergency, submitted by the Government of the Republic of Serbia at session on May 6, 2020. Decision shall enter into force on May 7, 2020.

City Institute of Public Health issued a recommendation for institutions and businesses that remain in force even if the state of emergency is lifted in order to prevent the spread of the virus and ensure the safety of employees and the safety of service users.

1. Recommendations for preschool institutions are to wash, clean and disinfect the premises,
accessories and equipment, as well as to ventilate the premises before starting working.
Perform strict triage of children on admission to the facility, with any suspected respiratory
disease, the child must not be admitted to the collective. Groups and teachers should not be
mixed, as recommended by social distancing. Hygiene measures throughout the facility should
be increased. Children should be actively educated in order to easily understand and adopt new
measures. Teachers must check the reasons for the absence of the child. Isolation room in case
of symptoms of a child’s illness during their stay at the facility should be provided. If a child
shows symptoms of the disease, monitor and check the health of other children.

2. Mandatory measures for beauty salons and hairdressers are to perform regular disinfection of
all work surfaces, floors and equipment. After each customer, the workplace must be
disinfected. Employees or service users who have any of the symptoms of respiratory infections
must relinquish provision and use of a hairdressing and beauty salons. Service providers must
schedule an appointment in advance in order to achieve time distance between service users.
Determine the number of service users in the salon so that there can only be one service user in
an area of at least 4 square meter. Employees and service users must wear masks and gloves.

3. Recommendations for gym and fitness club to make a plan of work and focus on an individual
exercise program. Service users must schedule an appointment in advance. Place to rules and
conditions of service use in visible place. In the open space it is possible to organize group
exercises in which there is no direct contact between the participants. Service users must use
their own sportswear and equipment for hygiene and protective equipment. Exercise
equipment and devices must be disinfected several times during working hours. The entire
space, with all the ancillary rooms, must be thoroughly cleaned and disinfected daily.In case of
suspicion that an employee or user has the symptoms of the disease responsible person of the
club is obliged to immediately exclude the person from the premises of the club.

4. Recommendations are to organize public transport only for employed people in early stages. In
order to avoid crowds at the bus stops and within the vehicles themselves the highest frequency
of vehicles must be ensured. Only allow passengers who have and properly use a face masks and
gloves to enter vehicles. Mark the seats and standing areas to maximize following rules of social
distancing. Interior of the vehicle must be daily disinfected.

5. According to the recommendations it is crucial to flush the internal water supply network of the
building after reopening. That is being done by opening all faucets with cold water and let the
water flow out with a medium jet until the entire volume of water in the pipes has been
discharged, that is, until the water has regained its usual characteristics.

6. Recommendations for libraries are to hire a minimum (only necessary) number of workers. If
possible, form two or more shifts that will alternate in terms of physical arrival at work. Plan and
mark corridors for the movement of users and employees Users and employees must wear
personal protective equipment. Users cannot directly search bookshelf. Number of users must
be limited in accordance with social distancing rules. Although there is no scientifically validated
data, it is believed that the corona virus in some cases, it can be retained on paper for up to 24
hours from contamination. For this reason, do not give away books for at least 24 hours from
them entering the library.

7. Recommendations for catering facilities are to adjust their work depending on the
epidemiological situation. Cafes and restaurants are supposed to arrange tables indoors or
outdoors so that the distance between guests seated at the same or adjacent tables is not less
than the prescribed social distance of 2 meters.Employees and service users must wear masks
and other protective equipment. Guests should not be served from the shared bowls.
Restaurants should use disposable paper menus that are thrown after each guest. Dishes must
be machine washed. It must be strictly assured that disinfecting utility does not come into
contact with food. Hygiene measures throughout the facility should be increased. Artificial
ventilation system are not allowed to be used. If possible, payment should be separated from
food service. The employee who delivers the food to the customer’s address is obliged to wear a
mask and gloves when delivering. The employer is obliged to organize more frequent shorter
breaks for employees; rest during work, given the obligation to wear personal protective
equipment and the need for consistent application by others a prevention measure that further
bothers and burdens employees.

The most significant changes due to the abolition of the state of emergency are:

1. Abolition of the curfew.

2. People age 65 and older (age 70 and older in populated areas with less than 5,000 residents) are
no longer prohibited from leaving their homes.

3. The jurisdictions of the military during a state of emergency are revoked

All other emergency measures remain in place due to the epidemiological situation. Citizens should
adhere to the recommendation to wear masks, gloves and other protective equipment. Social distance
measures should continue to be respected. Gathering of more than two people and sports events with
spectators are forbidden. Cinemas, theaters and schools are closed until further notice.
